Taking the advice of my sister, I used nails and hooks for the necklace board instead of pushpins.
I didn't have a drill for to make pilot holes for the hooks, so I found the widest nail I could, hammered it in, and twisted the hook into the hole. Worked just perfectly :) I don't have enough necklaces for both the top and bottom hangers, but I figured I should just get the whole board ready in anticipation for more necklaces.
This whole project--not including the hot glue and nails (which I already had)--cost me a little over $35: $5 for 1/2 yard fabric, $1.50 for the ribbon, $24 for 2 cork boards, $5 for the hooks. The biggest expense was the corkboard, but if you already had a bulletin board you wanted to reuse or found a cheap one at Goodwill, the whole project would be even cheaper. If you're only doing necklace nail/hooks, you could really cover anything with a sturdy frame (e.g. an artist's canvas or wooden picture frame).
